Brittany Shantae Payne St. Clair is a public policy strategist and cybersecurity advocate with over eight years of experience in government relations, strategic initiatives, and policy analysis. She is currently completing a Master of Public Administration at Marshall University, with a dual concentration in Government Relations and Cybersecurity Policy and plans to pursue a law degree focused on international law and human rights.
Throughout her career, Shantae has worked at the intersection of public affairs, technology, and advocacy—supporting legislative initiatives, coordinating stakeholder engagement, and advancing equitable policy solutions. Her work is driven by a commitment to digital equity, civic innovation, and empowering underrepresented communities. She has been recognized for her policy leadership, including developing award-winning proposals to improve child welfare systems in West Virginia.
Shantae’s expertise bridges public administration, cybersecurity strategy, and community engagement, positioning her to contribute innovative, equity-centered perspectives to boards, commissions, and policy initiatives shaping the future of the District of Columbia.
